PGA Tour's new eligibility criteria continues to leave LIV golfers on the outside looking in

While the PGA Tour is leaning strongly into meritocracy with its membership and eligibility criteria for the new two-tier competition model that launches in 2028, the organization is no less committed to its current regulations and the concept of loyalty. It’s why there is no pathway for LIV Golf League players in the overhaul of membership categories released on Tuesday.

PGA Tour CEO Brian Rolapp addressed the subject of LIV eligibility in his opening remarks during a virtual press conference that further spelled out the approach of the Future Competition Committee, which developed plans for the new Championship Series and Challenger Series debuting in 2028. Rolapp did not mince words in relaying that the returning member program that enabled Brooks Koepka to compete on the tour this season is off the table going forward.

“As I said a few weeks ago in Atlanta, there are really three things when it comes to anyone who wants to compete on the PGA Tour,” Rolapp began. “One, the PGA Tour is built on meritocracy. Every player, whether they are a member or want to become one, must earn their place.

“Two, we are a membership organization; we have rules, and those rules exist for lots of reasons, including fairness and competitive balance. Rules matter, and they must be enforced. Which brings me to No. 3, accountability and discipline. These are essential elements for any sports league and are certainly for the integrity of the PGA Tour and the sport. It's what holds the tour together. Those are guiding principles for us.”

The PGA Tour Policy Board on Monday approved the various exemption categories for the Championship and Challenger dual series structure.

PGA Tour players who accepted membership on the LIV circuit that began in 2022 were suspended from the tour for violating the conflicting tournament provision of their membership. Some members subsequently resigned their PGA Tour membership. The duration of their suspension is one year from their last tournament appearance in an unauthorized event, basically meaning a LIV golf tournament.

Patrick Reed, the 2018 Masters champion, currently is eligible to return to the tour as a non-member after last competing in a LIV event Aug. 24, 2025. However, because he leads the DP World Tour rankings, he is virtually guaranteed to be among the top 10 on the DP World Tour points list at the end of the season, thereby earning tour membership in 2027 with a chance to qualify for the lucrative Championship Series in 2028.

LIV recently filed for bankruptcy, and several reports have emerged that LIV golfers have explored an avenue back to the PGA Tour. It is yet unclear if LIV will remain an ongoing tour in 2027 or which players will continue to play in LIV events. Based on the eligibility guidelines the tour released on Tuesday, the only path to the tour for LIV players would be Q School following completion of one-year probationary period without participating in any unauthorized events. The tour is considering a continuation of its pathway from the DP World Tour, with a designated number of players earning status on the Championship or Challenge Series, but specifics on that aren’t likely to be revealed until later in the year. But for now, finding a way for LIV players to return to the PGA Tour is not a priority.

“Everyone at the PGA Tour, myself included, has been focused on what is best for the organization,” Rolapp said. “The items approved by the boards yesterday are part of the progression in building the optimal competitive model for the future.

“I think the Future Competition Committee was really just focused on the competitive model that we've been discussing over the past few months,” he added. “So, it was really with a broader lens of how do we build the best tour. It was not really looked at specifically on any one particular … on LIV or any other consideration. So that's generally how we thought about it.”
