Is Daly playing to pay off the government?

Near the end of this Peter Dixon Times story on John Daly from the Spanish Open is this revelation: "His debts, he says, are not with people, 'just the government.'"

Daly, who is serving out the end of his sixth-month banishment from the PGA Tour by playing on the European PGA Tour, has said he is attempting to stave off bankruptcy.
